Build a zone from exact zips, zip prefixes or city names. The most specific rule wins: an exact zip beats a prefix, a prefix beats a city. Pin a zone to one country so a prefix cannot claim an address across a border.

Zone rates
Price zone to zone, flat or per pallet
On any rate card, set the price from one zone to another: a flat price, or a price per pallet with min and max pallet bands. A zone rate prices the load instead of the mileage grid — after a named lane rate and a cross-border rate card, which are both checked first.

Zones are company-level and rate cards attach to the customer, so the price comes from the rate card, not from whoever is at the desk. Customers can open your zone list read-only in their portal, so the areas behind a rate are not a secret.
